Health-care planning law of Catalonia (LOSC) and SISCAT. The Health Plan of Catalonia

The LOSC

Law 15/1990, of 9 July, on the health-care planning of Catalonia (LOSC) organises the Catalan public health system and creates the Catalan Health Service (CatSalut).

Its guiding principles are:

  • Comprehensive conception of health (promotion, prevention, cure and rehabilitation).
  • Universalisation of care.
  • Equity and the overcoming of inequalities.
  • Effectiveness, efficiency and rationalisation.
  • Community participation.
  • Decentralisation and deconcentration.

The CatSalut

The CatSalut is a public body attached to the department responsible for health. It acts as the public insurer that plans, purchases and evaluates the health services with public coverage.

Its territorial organisation is based on health regions, health sectors and basic health areas (ABS).

The SISCAT

The SISCAT (Integrated system of public-use health care of Catalonia) is regulated by Decree 196/2010, of 14 December. It groups together all the health centres, services and establishments —both publicly owned and privately owned under agreement (concert)— that provide health services with public coverage.

The SISCAT expands and replaces the former XHUP (Public-use hospital network).

The Health Plan of Catalonia

The Health Plan of Catalonia is the indicative instrument and reference framework for public action on health, foreseen in the LOSC. It is approved by the Government of the Generalitat and has a multi-year term; it defines health objectives, priorities and lines of action.

The Health Plan of Catalonia 2021-2025 is currently in force.
